UK Councils Plan to Dispose of Social Clubs and Leisure Facilities to Balance Books

According to a latest study of municipal councils, UK councils are preparing to offload social clubs, athletic facilities, and shopping arcades as they rely on a rapid disposal of properties to balance the books.

Growing Fiscal Challenges Prompt Asset Sales

A coalition of councils representing major urban areas in the UK stated that 60% of local authorities are planning to dispose of properties to meet the rising costs of social services for vulnerable individuals.

Councils have previously faced criticism for selling playing fields and open spaces to shore up their budgets, but they contend they must continue to raise vital cash from property disposals or face insolvency.

This coalition noted that a high proportion of councils attempting to raise money from a fire sale of assets marked “a clear change from 2024, when the majority (60%) of municipal officials said they would focus on restructuring services and using financial reserves to weather increasing financial challenges.”

Specific Examples of Proposed Sales

Medway Council in southeast England said its property management strategy featured the sale of a retail complex in a local town and a community venue in another town to raise £20m over five years.

  • A local golf course and commercial properties held in two English counties, which all provide rental income for the authority, will also be sold under the strategy.

Local Levy Rises and Wider Fiscal Pressures

This research of local authorities in the key cities group, which includes several urban centers, also found that more than 70% of authorities will need to increase council taxes next spring to cover the rising cost of essential services, increased rates of homelessness, and a longstanding accommodation deficit.

Medway council explained it will proceed with asset sales after sharp increases in the cost of children services, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are adopting creative strategies but certain measures take time to achieve both better provisions and financial savings,” stated Vince Maple.

He added: “There are demographic pressures which will persist to add to the pressures we have. As a local government body, we had a 91% cut in our revenue support grant from 2010-24, which is very challenging.”

Countrywide Trends and Projections

Research of county councils this week also found council budgets being strained by the increasing figures of children and adults requiring Send support.

A network of councils said that council deficits will reach £4.4bn a year by the end of the decade, as they grapple to cope with increased demand.

Government officials have delayed planned reforms to the special educational needs framework until next year after a white paper setting out those changes was recently delayed.

Deprivation and Funding Gaps

Based on the most recent indices of deprivation (the Index of Multiple Deprivation) for UK local authorities, several participating urban areas were included in the most disadvantaged in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 nationally under the 2025 IMD measures,” noted the study.

“While only a single urban area is in the ten most deprived for disadvantaged communities nationally, cities are far more likely to be in the worst-off 20% of the nation. The data underscores the extent of difficulties facing municipal officials across key cities in the next twelve months,” the analysis concluded.

“Council officials have been clear about the necessity for a fair and sustainable financial structure that reflects and responds to the real levels of disadvantage and need,” stated a council leader.

“Lacking this, local authorities will continue to face impossible choices around which vital provisions to allocate spend to, and which to reduce, to the disadvantage of their residents.”

A fifth of local authorities have reduced or weakened social care provision in the past 12 months, the study revealed.
